Dookeran advised PM to appoint Francois

Former Registrar General Susan Francois, has been confirmed in the post of director of the Financial Intelligence Unit (FIU), in post in which she had been acting since February 14, 2011.

Francois was the candidate approved by Prime Minister Kamla Persad-Bissessar on the advice of Finance Minister Winston Dookeran. The PM used her veto to reject the top candidate selected by the Public Service Commission (PSC), Michelle Ann Austin.

The opposition objected to the Prime Minister's use of a veto and reproted the matter to the Integrity commission, alleging wrongdoing. In January this year, the commission determined that there was nothing wrong with the Prime Minister's intervention in the matter.

Persad-Bissessar had indicated that Dookeran was concerned about maintaining continuity in the financial sector.

"Mr Dookeran had commended the present acting director Susan Francois for her efforts in the strategic planning and management of the Financial Intelligence Unit and observed that this work would have contributed to the improved rating given Trinidad and Tobago by the Financial Action Task Force," she had stated in an explanation about why she chose Francois over Austin.
