Prime Minister Kamla Persad-Bissessar co-chaired a meeting of the Caribbean Heads of Government with the United Nations Secretary-General Ban Ki-moon on Wednesday 25th September, 2013.
As Chair of CARICOM, Persad-Bissessar spoke with the Secretary-General on the post-2015 developmental agenda. She indicated that CARICOM anticipates an open, transparent and inclusive intergovernmental process directed towards several areas including:

- ensuring Intergovernmental Leadership of the process of elaborating the framework, including any development goals that it will encompass
- maintaining a focus on the Eradication of Poverty and attending to the needs of the poorest and most vulnerable
- adopting a People-Centred Approach that is balanced with a concern for environmental sustainability
- securing an Integrated and Flexible Development Agenda that addresses the peculiar development concerns of different groups of developing countries (SIDS, Least Developed Countries, Land-Locked Developing Countries, countries in post-conflict situations, Middle Income Countries and countries in Africa)
- underscoring the primacy of Sustainable Development
- accelerating the Development of the Region
- moving beyond GDP as a Measure of Development, given the ways in which it obscures the persistent development challenges of Middle Income Countries (MICs). In this connection, mention could be made of the fact that for many CARICOM countries their categorisation as Upper Middle Income Countries serves to limit their access to concessionary financing of the sort that would enable them to more effectively address their high level of indebtedness
- providing Definitive Arrangements for Means of Implementation (financing for development, capacity building and technology transfer)
- fostering an Enabling Global Policy Environment
Persad-Bissessar suggested that future meetings be held annually in the margins of the General Debate in light of the present meeting providing "a useful opportunity to exchange views" and "proving to be an effective mechanism for CARICOM Heads and the Secretary-General to develop a better understanding of issues affecting the Region."
