"I agree that the outgoing President should not attempt to make midnight appointments as outgoing presidents sometimes do. He should leave the making of new appointments to the Integrity Commission to the incoming president.
"My reasoning would be similar to those made by the Prime Minister. It may also be that the Inte- grity Commission is a dysfunctional body and the opportunity should be taken to re-engineer it."
