Jack wants answers about questionable multi million dollar investments by THA

Jack Warner is looking for answers from the Tobago House of Assembly (THA) about two investors - Asif Chida and Vinayaka Shankar. Chida is a management consultant and Shanker is an electronic engineer.

The chairman of the United National Congress and Minister of National Security called their names at a political meeting in Tobago Thursday, identifying them as having benefited from a $2.5 million investment from the THA, under Chief Secretary Orville London.

Warner accused the THA of engaging in "secret deals" that lacked accountability and transparency. He cited the Auditor General's report for 2003, 2004 and 2005 that he said showed the THA invested $2.5 million in a company called Decipher.

However he said the THA failed to produce the share certificate to prove they bought the shares and gave a loan guarantee of $750,000 to the company. They also did not include it in the annual statements for all three consecutive years.

"There is no documentation...They just give the people $3.25 million...(and) nothing to show for it," Warner declared. He said official records show that  Decipher was registered on September 11, 2001 with its office at #3 Lewis Street, San Fernando. 


The registration documents show the directors as Chida and Shankar. The address, he said, is the same address of the lawyer who filed the company's papers.

"So these two fellas, Chida and Shankar, living in and operating a company in the same room that their lawyer is doing business? To this day, we have no proof that $3.25 million was even given to them, and if so, for what purpose," he stated. 

"Do you believe we cannot even find a telephone number for this company? Do you believe that up to now, we can find no information about Chida and Shankar?"

Warner also stated that London invested $5 million in a company called WW Automotive Ltd and that money was written off. He said, "I ask you tonight, who and what is WW Automotive, and ask London, what is this investment about?"

Warner also took a swipe at PNM leader Keith Rowley, accusing him of deceit in trying to embrace Indians in Trinidad as part of his makeover.

"Rowley, who in Trinidad, put on a kurta and go to some Indian function and go Debe and eat doubles, and in Trinidad, he is an Indian lover; in Tobago, he's an Indian hater," Warner said.
