Charge Partap, DPP tells police chief

Police have not yet laid charges against former junior cabinet minister Collin Partap although Director of Public Prosecutions Roger Gaspard gave instructions to charge Partap on Monday.
The charge is that Partap failed to submit to a breathalyser test.

The Express newspaper reported Saturday that its checks revealed that senior police officers confirmed said they were initially unsure whether the elements of the offence had been made out.

Prime Minister Kamla Persad-Bissessar fired Partap in August after police stopped him outside the Zen nightclub, in Port of Spain. He initially refused to take a breathalyser test. He eventually took the test and was found to be within the legal limit.
