Rowley says Howai did flip flop on budget

Opposition Leader Keith Rowley on Friday accused Finance Minister Larry Howai of presenting a budget devoid of fiscal responsibility. He called it a flip flop, noting that the minister had promised a budget filled with austerity measures.
