The Express newspaper reported Sunday that Ramnarine confirmed the move in a text message to the paper in which he said granting of a licence will take into account the output from the commercial evaluation.
The bunkering issue was one of the matters that led to a shutdown of Petrotrin's refinery in Point a Pierre last week.
On Friday, Ramnarine told reporters that no licence had been awarded to Bunkers International or any subsidiary of Bunkers International.
"While Cabinet has agreed to authorise the minister to grant a licence for ex-vessel bunkering to a subsidiary of Bunkers International, the eventual granting of any licence by the minister is subject to due diligence and the meeting of a number of conditions," Ramnarine said.
Last month Ramnarine told reporters at a post-Cabinet media briefing Cabinet agreed to issue a marketing licence to Bunkers Oil Trinidad & Tobago Ltd and that any fuel being purchased by bunkers from Bunkers Oil Trinidad and Tobago Ltd must be from Petrotrin.
