In 2008 the People's National Movement (PNM) used its majority in Parliament to reject the recommendation to appoint Williams as CoP. The opposition United National Congress (UNC) supported Williams.
Williams was on the list of the top five nominees for the position in 2010 when Parliament decided to hire Gibbs. Gibbs and his fellow Canadian, Jack Ewatski, have resigned. Ewatski was one of three Deputy Commissioners.
The Police Service Commission met Tuesday and later announced that Williams will act in the post from August 7, 2012, the effective date of the resignation of Commissioner Dwayne Gibbs, until 31st January, 2013.
The Commission said it gave "careful and deliberate consideration to the suitability of eligible officers and it was unanimously decided that Mr Williams is the most suitable officer to perform the duties of Commissioner of Police at this point in time pending the permanent filling of the office."
It added that it has instructed the Director of Personnel Administration to ensure that the offices of Commissioner and Deputy Commissioner of Police are filled permanently in the earliest possible time.
