It used to be the building that Neal and Massy used for its auto assembly plant. It has now been redesigned and renamed the Eastern Correctional Rehabilitation Centre by prison authorities.
The majority of those moved to the centre Monday were arrested during the State of Emergency and were being held at the remand section of Golden Grove Prison in Arouca.
Deputy Commissioner of Prisons (DCP) Martin Martinez told reporters all the cells and dormitories have been completed and some additional work still needs to be done on other parts of the centre. He said the centre 95 per cent completed and expects everything to be done by the weekend.
"It is not a prison at all," Martinez said. "It is a reintegration centre that will take away burdens from police lock-ups and the burden at what is now becoming an overcrowding situations at our main institutions."

Martinez added that the facility will be also be used as a remand centre for low-risk prisoners. "We do not want to pose any endangerment to the community and to the officers. We have to be very, very careful," he said.
He was unable to tell reporters if the facility will be a permanent detention centre. However he said persons held there would be exposed to spirituality, drug rehabilitation techniques, vocational training, academics and sports.
Each cell has its own toilet facilities and a face basin. There are also a visiting room with telephone communications between visitors and inmates.
