PCA launches probe into police killings in Moruga

The head of the Police Complaints Authority (PCA) told reporters Friday she would use the PCA Act to ensure citizens of T&T receive justice.

Gillian Lucky said the legislation has not yet received the recognition it deserves.
She added that the PCA is an independent authority with the power to ensure justice is served.

Lucky was commenting on the PCA's enquiry into the July 22 killings of Moruga residents Allana Duncan, Abigail Johnson and Kerron Eccles, who were shot dead by police officers in an alleged shoot-out.

Commissioner of Police Dwayne Gibbs has ordered that an investigation be launched into the circumstances surrounding the deaths.

Lucky officially informed earlier this week that that the PCA has launched an enquiry into the matter. Alan Miguel is heading the PCA's enquiry.

She explained that the PCA functions like a commission of enquiry and does not have the power to arrest or charge any officer. She made it clear that her intention is not to interfere with the police probe but to "make sure that we, too, are transparent and accountable and working within the parameters of the law."
