On Tuesday he delivered on the promised and named the road in honour of the 83-year-old, who is best known as a marathon runner. In fact Granny Luces has a 5K and 15K marathon named after her.
When Warner made a surprise visit to meet "Granny" Luces in February he had to climb 100 steps to reach her home.
She spoke of her own ordeal of having to climb those steps, "This hill was not easy for me to be up and down with my children. Sometimes I used to be pregnant and I had to carry my water and everything. I always believed things would be better."
The Ministry of Works and Infrastructure invested $1 million to pave the road by hand, since heavy equipment could not make the uphill journey.
Granny Luces said she appealed to Minister Jack Warner for help six months ago - not for her, but her 10 children to ease the hardships they endured since they were young when they helped to build the family home.
