He served as mayor of the capital city from the 1983-87. He was known as a true gentleman who always displayed a level of civility and quiet strength.
During his tenure, the Port of Spain City Corporation found itself in the humiliating position of having being levied upon for failure to pay a $5.2 million debt to Millette Engineering Ltd, for a drainage plan for Port of Spain.
On November 19, 1985, court marshals executed an order to levy on the furniture at City Hall, leaving only a telephone.
Days later, the state-owned National Commercial Bank gave the City a $5.2 million loan to pay its debt.
Sarjeant also attempted to evict the Jamaat-al-Muslimeen from lands at Mucurapo, on the outskirts of the city. It was from those premises that the Muslimeen eventually launched its attempted coup against the NAR government in July 1990.

The Corporation went to court and was granted an injunction in January 1985 restraining Muslimeen leader Yasin Abu Bakr and the Jamaat from trespassing on the council's lands at Mucurapo Road and to demolish a certain structure on the lands. But Bakr refused.
Days later an attempt to arrest Bakr for contempt of court failed because the police stood down, after the women and children surrounded Bakr. The national security minister John Donaldson praised the police for not arresting Bakr.
