Draft legislation to amend the Tobago House of Assembly (THA) Act has proposed a fixed date for the holding of elections to the Assembly and the change of the title of the head of the assembly from Chief Secretary to Premier.
Former Attorney General Russel Martineau, S.C. drafted the bill, which states that the election for the THA be held on the first Monday following the fourth anniversary of the previous election. The last THA election was held in 2009.
With respect to the chnage of title the draft also proposed that the Deputy Chief Secretary's title be changed to Deputy Premier.
A Working Committee headed by Dr John Prince that was appointed by the House of Assembly in October 2007 handed the recommendagtions to political parties and the media on Tuesday.
During the general election campaign last year UNC Chairman Jack Warner suggested that the Manning PNM goernment was disreptful to the THA and its leaders and suggested that the title for Chief secretary should be changed to Premier.
