Pollster Vishnu Bisram said in a news release Saturday the survey found that people in Chaguanas say Warner is the best representative they have ever had. On the other hand, he said people in Panday's Couva North constituency say they are not getting good service from their MP.
NACTA said several Couva North residents complained that they have not seen Panday in their villages for the entire 33 years he has represented them in Parliament. Panday has been re-elected in every election since he first won the seat in 1976.
NACTA said these residents want Warner to be their representative, but Chaguanas West does not want to give up Warner because of his willingness to use his own funds to help them. Warner puts his entire MP's salary into a fund to help his constituents and provides other assistance to those in need.

NACTA's findings are based on interviews with 86 voters in Couva North and 82 voters in Chaguanas West, and an additional 465 voters "in a few other selected UNC-held constituencies". NACTA said respondents were selected because they "represent the demographic composition of the population".
The NACTA survey also suggested that Warner could win re-election in Chaguanas West no matter what party he represents. It said only four per cent of opposition supporters said they would vote for a UNC candidate who opposes Warner.
NACTA said people suggested that instead of Panday appointing himself as "caretaker" of Chaguanas West, he should focus on service for his own constituents.
