Moonilal conveyed greeting from Prime Minister Kamla Persad Bissessar, who was out of the country on official business. He also delivered a gift on behalf of the government, signed by Acting Prime Minister Winston Dookeran.
Charch is a founding member of the People's National Movement (PNM) and served in various senior cabinet portfolios between 1956 and 1986, when the PNM was swept out of officer.
He was one of the architects of the regional intergration movement and served as Caricom Ambassador during the Panday UNC administration.
He has the distinction of holding CARICOM's highest award for service, an honorary doctorate from the University of the West Indies and the country's highest national award, the Order of Trinidad and Tobago.
