Cuban doctors have treated Manning since 1998 when he had surgery to repair leaking heart valves. The Cubans implanted a pacemaker in 2004 and removed a malignant tumour in his left kidney in 2008.
In January this year Manning suffered a stroke and has been on medical leave from Parliament since then.
