This is PENAL today ... pavement for residents, newly paved road. The date stamp tells part of the story... after decades of neglect, rural Trinidad is getting a facelift thanks to the People's Partnership government. Prime Minister Kamla Persad-Bissessar put if beautifully when she said those who say there is no progress need to look outside of Port of Spain because development cannot be city-centric alone.
