Ashworth Jack told reporters in Port of Spain Monday internal self-government for Tobago will be achieved by the end of the year.
The Minority Leader in the Tobago House of Assembly (THA) made the promise at a news conference at the Hyatt Regency Hotel.
Jack is the leader of the Tobago Organisation of the People (TOP), which is one of the five members of the governing People's Partnership coalition.
He said his party would complete a Green Paper by June and would seek comments from stakeholders following which TOP would draft a bill for consideration by Parliament.
Jack said Tobago had been "stagnant" for too long. He accused the PNM, which controls the THA, of never supporting moves for internal self-government for Tobago.
He said he entered politics and remains a part of the THA because he wants to continue his struggle to ensure internal self-government is achieved for the people of Tobago.

Very interesting! What does it mean to have "internal self government" exactly? Would Tobago operate like an independent "state" in a Union with Trinidad? Would it just mean a greater degree over its own policies without having to seek approval from POS? Would they develop foreign policy? Fascinating stuff.
