As if on cue, Mother Nature organized it for cooling showers suddenly to descend on a blisteringly hot Wednesday morning - April 11th 2012 - in the vicinity of the Public Transport Service Corporation [PTSC] Complex St Sangre Grande, east Trinidad, where scores of Sangre Grande, Matura, Manzanilla, Matura, Toco, Valencia and Arima residents had gathered to witness a simple ceremony ushering which Sangre Grande/Toco MP, Dr. the Hon. Rupert Griffith summarised as another substantive effort of the Kamla-led administration aimed at improving the quality of life of the citizens of Trinidad and Tobago.
MP for Cumuto/Manzanilla and Minister in the Ministry of National Security, Hon. Colin Partap, was also present and echoed the sentiments expressed by Dr. Griffith.

Fazal Karim, had pledged that young people across the country will soon have increased access to centres to register for the On the Job Training [OJT] Programme -rather than having to continue to venture into Port of Spain, additional sub-offices were to be established in areas closer to their homes.

He was then formally opening the brand new OJT sub office at the National Energy Skills Centre in Couva.
He stressed the re-launching of the Programme under the aegis of the National Training Agency was all part of the expansion and re-branding of the Kamla-led government programme which, under the former regime, had lost its bearing and had never focused on taking its operations throughout the country to make.
He had also pointed out that Couva is one of the four must-develop economic spaces identified by Finance Minister Winston Dookeran in the 2012 Budget Speech - Sangre Grande, Penal and Princes Town are the others.

As such, the siting of the OJT sub-offices in those areas and re-branding process that some of the institutions under his Ministry's purview will be undergoing were keys to accomplishing such purpose.
At the stroke of 11:17am, Wednesday April 11th 2012, Minister Karim announced the Sangre Grande sub-office was open for business.

The thunderous applause and beaming smiles provided ample evidence that his audience was very pleased the Couva pledge was fulfilled as he'd promised.
Perhaps, like me, by day's end some were wondering if the rules of engagement could be changed so the first batch of trainees would include the West Indies Test cricket team.
