The hospital has been one of the more controversial projects handled by the Manning PNM administration. The project started under the Panday UNC government with a budgeted cost of about $130 million.
However under the Manning administration that escalated by hundreds of millions due to problems with the project, including allegations that construction materials were being illegally moved from the site to a private development.
During the election campaign in 2010 Kamla Persad-Bissessar promised to complete the hospital.
