Prime Minister Kamla Persad-Bissessar on Tuesday toured the Chancery Lane Hospital complex in San Fernando, which is steps away from the San Fernando General Hospital.
The complex was originally designed by the previous Manning PNM government to be the Chancery Lane Administration Complex comprising offices, retail space and a library.
"It seemed such a wasteful expenditure when the community was in such dire need for improved health care," Persad-Bissessar stated, adding that "It was hard for me to acknowledge and approve nearly 200 million dollars of taxpayer's money towards the Chancery Lane Administrative Building."

She explained that she asked whether it was possible for it to be converted into the Chancery Lane Hospital Complex. The result was a change in direction.
"Instead of an office building with retail space there will be a 234 bed hospital inclusive of a paediatric ward, outpatient clinic, pharmacy, diagnostics centre, labs and lecture hall," she said.
"I wish to add that the fact that the site was originally used by local artisans making their craft has not been lost on us and so we have ensured that the first level will be provided to them. The many visitors and others here can support local craft. No one is left out."
The Prime Minister said the concept has been thoroughly thought out by experts in the field of planning and design of hospitals to maximize all the space and potential services at the new Chancery Lane Hospital complex.

"This kind of well informed advance planning leads to efficient, effective and flexible facilities in which medical staff have more time to spend on caring for patients and advising their families. It allows staff to concentrate on what they do best, and reduces stress, fatigue and the risk of mistakes," she said.
Persad-Bissessar expressed pride in the facility, saying it represents "the very philosophy of caring of our government."

She added, "This building's converted usage as a Hospital will be of much greater benefit to the people within and around the community of San Fernando. It is an example of how public funds should be invested in their interest.
"For every patient that walks through these doors, for every life saved, for every child comforted and healed, for every doctor laboratory test done to improve the health of someone, for the health care that will soon be available right here, this was well worth it.
