Tertiary Education Minister Fazal Karim on Tuesday handed instruments of appointed to Prof. Clement Sankat, who will chair the National Commission for Higher Education (NCHE).
Sankat is Pro vice chancellor and campus principal of the University of the West Indies, St Augustine.
Karim said the commission is the fulfillment of another promise made by the People’s Partnership Government. He added that the NCHE's mandate includes the establishment of “a regional qualifications framework and to strengthen quality in a diverse system across the world.”
The minister outlined the commission’s specific terms of reference:

- to advise on the development of a national qualifications framework within which all education and training institutions can co-exist
- to work with the Economic Development Board and the Council for Competitiveness and Innovation to develop an approach to the development of the national education and training system
- to conduct an examination of international trends and practices to inform a way forward for the sector
- to establish the principles of sustainable funding of the sectorto advise and inform the ministry of the commission’s policy agenda and all other relevant bodies within the sector
Sankat said reports conducted by the UNESCO (the United Nations Educational, Scientific and Cultural Organisation) defined higher education as “a human right and as a public good” and saw it as the “most effective means in the quest to achieve sustainable development.”
He said the new board's responsibility is to focus on the national agenda as it strives to establish student-oriented institutions within a diversified and stratified education system that is built around “quality, mobility, excellence and financial sustainability.”
Sankat pledged to "lay the foundations for a Commission for Higher Education that the country can be proud of and one that recognises our national and regional challenges and opportunities and builds around international best practices.”
