Housing and Environment Minister Dr Roodal Moonilal told Parliament on Friday some CEPEP contractors owe as much as $500,000 to the National Insurance Scheme (NIS).
Moonilal said some people "calling themselves contractors" are receiving as much as $235,000 per month but they do not have the workforce in place and are not paying NIS.
He also said officials are conducting a "comprehensive review" of CEPEP, adding that there are "cases where the only place to go is the Fraud Squad of the Trinidad and Tobago Police Service".
He spoke of one case where a contractor in the Diego Martin constituency had to be dismissed after it was found that he had been hiring "everyone working for him already in an industrial establishment".
Moonilal also spoke of the state of industrial relations in the country, saying the new Government is "appalled" that some unions had been waiting for years for the previous administration to come to the table and make an offer.
He said in the last eight months, more than half a billion of outstanding monies have been paid to local contractors. The debt, he reminded legislators, was inherited from the previous Manning PNM administration.
