Petrotrin’s Management continues to share the concerns of its various publics and continues to engage all available resources (both locally and internationally) in its ongoing clean-up activities within the impacted areas to treat with and minimise adverse effects to affected residents, communities and the environment. We wish therefore to reiterate our commitment in this regard and to indicate what steps we have taken thus far.

Crisis Response

Immediately following the initial incidents at its Marine Operations in Point Fortin and the subsequent discovery of oil on the La Brea beaches, Petrotrin established two (2) Incident Command Centres: one at the Marine Operations Base in Point Fortin and another at the Point Fortin Central Production Offices on 2013 December 17, Tuesday and 2013 December 18, Wednesday respectively. A Central Incident Command Centre to coordinate activities and develop synergies was later established at Santa Flora.

Petrotrin has activated its international agreement with Oil Spill Response Limited (ORSL). In addition to the booms and skimmers used to trap oil, Petrotrin has been using environmentally friendly shoreline and mangrove cleaning solvents, as well as oil spill sorbent materials to aid in the clean-up efforts.

With the clean-up process having attained a level conforming to acceptable HSE standards along the coastline between Granville and Fullerton, the Incident Command Centre at Point Fortin has been demobilised and the residual monitoring and surveillance activities are being handled under the Company’s normal HSE response mechanisms.

Activities at Station Beach and Carrat Shed have been discontinued but surveillance will continue. Work at Coffee Beach was interrupted yesterday after some residents engaged in protest action. However, the booms remain in place and Petrotrin will continue surveillance of all areas through aerial, sea surface and land patrols.

The major focus is now on the Point Sable area extending northwards. Two contractors utilising heavy mechanical equipment and a significant workforce are engaged in containment and recovery efforts.

Health Response

At La Brea, on Wednesday December 19 the Brighton Medical Centre was opened to treat persons requiring urgent medical attention and 24 patients were seen by Company medical personnel. The following day, December 20 the Centre was opened until 8:00 p.m. but no patients attended. As a result, a decision was taken to refer patients to the Company’s Point Fortin Medical Facility which is open 24 hours per day.

On December 28, first aid and triage services were established at the La Brea Community Centre, from 11:00 a.m. to 6:00 p.m. for affected residents. During the period December 29 to December 31, six (6) persons were seen, four (4) of whom were discharged and two (2) referred for further treatment. Opening hours were extended today (New Year’s Day) from 8:00 a.m. to 6:00 p.m. Up to 11:25 a.m., four (4) persons were seen, three (3) treated and discharged and one (1) was referred to the Point Fortin Medical Facility.

House calls have been paid to special medical cases in the Coffee Beach area including the young mother who successfully delivered a baby girl on December 23. Both mother and child are in good health.

Meanwhile the Company’s ambulance and fire response vehicle remain in the community on standby to treat with any eventuality that may arise.

Residents Welfare

In addition to the provision of medical and counselling services, the Company has been providing meals for residents closest to the shoreline. Currently 115 meals are served three (3) times per day.

On December 24, the Company distributed hampers to 30 households in the Coffee Beach area along with toys for the children.


Temporary employment on a rotational basis has been provided through Company engaged contractors for persons who offered to assist with clean-up operations. Some 110 persons are currently employed.

Compensation to Affected Fisherfolk

On Christmas Eve, Tuesday December 24, the Company effected an initial interim compensation payment to members of La Brea Fisherfolk Association and a full and final compensation package to fisherfolk from Granville to Fullerton. A second interim payment is to be made to the La Brea Fisherfolk Association on Friday January 03.

Ongoing Liaison

For the past two weeks, two (2) members of the Corporate Communications Department have been stationed at Coffee Beach to treat with issues affecting residents.

Company personnel are in regular liaison with Government Representatives and other community leaders.

On Tuesday December 30, a townhall meeting was held with residents at the Brighton Sports Club to address their concerns.
