She made the point in a speech in Charlieville, a short distance to where Warner was launching a new party - the Independent Liberal Party.
And in a speech at that event Warner not only confirmed that he has no intention of working with the PNM, he said he plans to apply for membership in the governing People's Partnership after July 29, 2013.
Persad-Bissessar referred to a comment Rowley made to reporters Thursday at a media conference with the PNM candidate for Chaguanas West. Reporters asked Rowley if he would work with Warner if the former MP is back in parliament.
Rowley stated: “There is a maxim, the enemy of my enemy is my friend, so some people see it that way and I am a very friendly guy…”
Persad-Bissessar said that statement sounded like an offer of a political courtship.
She stood on Warner's side. "I would like to believe that Mr. Warner is no PNM…That after spending so many years fighting against the PNM, he would join with Rowley….but those are decisions for Mr. Warner."
However she said Rowley demonstrated a lack of morals and ethics and dubbed him "shameless".
She stated, "From the day we were elected he was hounding your former MP everyday… saying every manner of negative things about your former MP. He had a problem with everything him and almost every day he demanded that he be fired. And today he is courting him.
"And you know what is even worse? … He was presenting a PNM candidate for the Chaguanas election. What manner of man is this? Showing off his candidate and hoping somebody else would win," she said.

"Now Rowley is ready to profess his friendship for Mr. Warner, hoping for a repeat of 2001 when Ramesh, Ralph and Trevor conspired with the PNM to betray and undermine our elected government.
"I have said it before. Rowley is a disgrace to his office and he is the worst leader this country has ever had. He is an embarrassment to his own party. In three years he has not offered a single constructive idea to make our country better and to help you," Persad-Bissessar stated.
She also had a message for Rowley, who told local media Thursday to expect a general election soon.

"Well I have a message for Dr. Rowley … the only election that is coming is the Local Government Election and the one on July 29. And we will beat the PNM in both elections. The people elected us for five years and we will be in government until 2015 … and then we will win again.
"So don’t expect any general election soon Dr. Rowley. And don't expect any UNC to join you!"
Persad-Bissessar acknowledged that Warner worked hard to help develop Chaguanas West and Trinidad and Tobago but stated that he was not alone. She said other MP also did the same and "together as a team, we were able to begin a revolution in developing our country. You see it in Chaguanas West … and wherever you go in the country".
She said she doesn't have any personal quarrel with Warner but noted that she has a responsibility and a duty to the country to do what is right. "I have a government to run; I have a party to keep together. I lead a coalition that came together to save our country," the PM said.
"So when I make a decision I must take all these competing interests together and decide what is best for all of us and for our country. That is what national service means. It’s not what’s good for me, it’s what’s good for you."
Persad-Bissessar appealed to the people of Chaguanas West to keep the UNC in office to ensure that they have a voice in the government. And she said, "The PNM is the enemy - no one else!"
