This will take place on Thursday 24th January, 2013 at 10 a.m. at the Tobago House of Assembly Chamber, Jerningham Street, Scarborough, Tobago.
The Prime Minister will be accompanied by Dr. Delmon Baker, Minister of Tobago Development.
The oath of office will be administered by President George Maxwell Richards.
The Express newspaper reported Thursday that Hilton Sandy would not be returning to the THA as Deputy Chief Secretary because the People's National Movement (PNM) wants to show that it disapproves of the racist statement Sandy made during the campaign.
The paper speculated that it is because the party wants to show that it is sensitive to the diverse composition of the society because it fears that the infamous "calcutta ship" statement may hurt the PNM is this year's local government election.
The paper quoted unnamed sources say saying the partty would hand the Deputy position to Claudia Groome-Duke, one of the two women in the THA.
And the Guardian newspaper has published what it says is the portfolios for the new THA:
