The Highway Re-Route Movement has built another camp in Debe to replace the one demolished last week by soldiers.
The new camp is on a parcel of land outside the Debe Wholesale Market, operated by the National Agricultural Marketing Development Corporation (NAMDEVCO).
The group's leader, Dr Wayne Kublalsingh, told local media if NAMDEVCO can prove that it has ownership of the land he would take down the camp and leave.
Contractors are now clearing the former site for work on the Golconda to Debe segment of the highway to Point Fortin.
All this is taking place in Oropuoche East, the constituency of Dr Roodal Moonilal.
He is "saddened" by the latest development. "It means that those persons are bent on breaking the law. I am saddened that persons cannot recognise right from wrong. It is for the relevant authorities to uphold the law. All our actions will be within the confines of the law."
Food Production Minister Devant Maharaj won't tolerate illegal use of state lands. He told the Express newspaper, "Once they are occupying NAMDEVCO's lands without proper authorisation, we will take whatever legal measures to treat with the issue."
Kublalsingh is threatening legal action against the state while at the same time he is offering an olive branch.
"If Minister Warner comes and shakes our hands and talks with us and tells us he is willing to meet with the Prime Minister, he is willing to establish an independent team composing of our people, his people, hydrologists, economists, financial experts, engineers to reconsider this part of the highway and come up with an independent position, I will be very glad for that . I think that is the better approach," he told the Express.
He added: "The women particularly want to meet with the Prime Minister and hear what she has to say because they know her. They grew up with her when she was a child here when they were very elderly persons. They have confidence that if they speak to her, they may be able to move her on the issue."
