She will use the event to report to the nation on the progress her government has made in delivering on its promises to the country.
Other speakers include the leaders of three of the other four members of the People's Partnership - Prakash Ramadhar, political leader of the Congress of the People (COP), Ashworth Jack leader of the Tobago Organisation of the People (TOP) and the leader of the National Joint Action Committee (NJAC), Makandaal Daaga.
The fourth PP leader, David Abdullah of the Movement for Social Justice, declined an invitation to speak at the rally, calling the event "inappropriate". However he has said his party still supports the government.
Housing Minister Dr Roodal Moonilal, who is a deputy leader of the United National Congress (UNC), and the party's chairman, Works Minister Jack Warner, are also listed to speak.
On Wednesday Persad-Bissessar made her first public appearance since returning home from her recent overseas visit, which ended with her being admitted to hospital in Barbados after she fell ill at a Caricom-Mexico summit.
She attended an event to launch infrastructural work in her Siparia constituency and spoke with the media, telling reporters that her heart is strong although she feels a bit weak.
"The vital signs are all in order. That is the most important thing," she said. "My heart is strong for my fellow citizens."
She added, "The tests were conducted at the hospital there, those came up well. The fear was whether it would be my heart, it wasn't. It was the same problem I have with diabetes and hypertension and those levels went off kilt a little.
"I think I was not very good in keeping to my medication routine because it was a very busy week. We went to Belize, back to Miami, back up to New York, back into Barbados, it was a long week so I guess I was a little tired."
The Prime Minister's sister, Vidwattie Newton, usually travels with her as an unpaid assistant to look after Persad-Bissessar's personal needs and her medication, did not go on this trip.
The opposition has been making a big fuss about Newton travelling with the Prime Minister and having the state pay her expenses during such trips.
