Muhammad Shabazz made the point during testimony at the commission of enquiry into the failed 1990 Muslimeen.
Shabazz was a senator from 1995-2000 while Manning was Leader of the Opposition.
Shabazz said while Manning was Prime Minister he visited the Office of the Prime Minister for a meeting with Manning. He said he was told to wait in a room along with others whom he described as "five "bigwigs" of the National Alliance for Reconstruction (NAR), hoping to meet with Manning".
Shabazz said while he and the others were waiting Bakr and four Muslimeen members walked into the room and were escorted into the office to meet with Manning ahead of the others.

He also spoke of a connection between the Muslimeen and former Prime Minister Basdeo Panday, stating that when Panday became PM "the first people he took in were the Muslimeen".
Shabazz said both the PNM and the Panday UNC used the Muslimeen power to create "fear" in others. He also stated that some of the people who participated in the attacks didn't even know what they were doing. Shabazz said he was uncomfortable with the idea of blindly following an instruction.
"I could not go on July 1990 to the Red House by just an instruction of a leader. I have to know why I am going. I was surprised when I heard brothers said they did not know what they were going for...there are certain things I could not have accepted," he said.
Shabazz said Bakr and the Muslimeen attempted to assist the poor, especially people of African origin. He also suggested that the state should fund a school run by the Muslimeen. "Do not suffer the children. The past is dead and the future is not born yet," he said.
