Feature: Dookeran's new book inspired by Best, Allum

Acting Prime Minister Winston Dookeran said his latest book, A Partnership Approach for Development, was inspired by two people—economist Lloyd Best and Senior Counsel Desmond Allum.

Dookeran launched his book at The Normandie hotel, St Ann's, on Monday, in the presence of several dignitaries—former Jamaican prime minister PJ Patterson, acting President Timothy Hamel-Smith, Chief Justice Ivor Archie and University of the West Indies (UWI) principal Clement Sankat, among others.

In delivering brief remarks, Dookeran dedicated his book to Best and Allum, both deceased.

He said when he joined UWI in the 70s, Best told him something that he tried to live by.

"Theory must always precede action, and I have never forgotten that, and even when I was involved in action, I was searching for the theory that would justify my action," said Dookeran.

Dookeran noted the presence of Best's widow, former Express editor Sunity Maharaj, whom he presented with a copy of his book.

Allum, Dookeran said, was one of the most outstanding legal minds in the country, and encouraged him to take a political stand two years ago.

"Both Lloyd Best and Desmond Allum are no longer with us, but I believe it is their inspiration and their words that are reflected in the writings of this book," said Dookeran.

Patterson, who wrote the foreword of the book, described it as "an excellent work of Caribbean scholarship".

He said the book can be used as a road map to guide the Caribbean.

Patterson praised Dookeran, saying no one "can question his concern for the people of the Caribbean, his passion to develop and shape a political system which represents the wants and the needs of the people which we serve and, also, the recognition that whatever we do here in the Caribbean has to fit in the global realities of a world that is constantly evolving and where the shape of the world is changing constantly".

Patterson said Dookeran's book was compulsory reading for every politician, for those involved in public administration and "captains of industry".

"Without a doubt, it should be placed on the list of all Caribbean tertiary institutions," he said.

Sankat said the book was unique as he noted that Dookeran was a development economist, who thought about development though political lenses.

"This book is compulsory reading for practitioners of development. The lead author, Mr Winston Dookeran, brings to bear on this publication his vast storehouse of knowledge and experience as a develop- ment economist, academic politician and a very senior member of the Cabinet," said Sankat.
