PM Kamla: ACIB will be handed to CoP Gibbs

Prime Minister Kamla Persad-Bissessar announced Sunday that that the Anti-Corruption Investigation Bureau (ACIB) will be removed from the Office of the Attorney General.

On Saturday Attorney General Anand Ramlogan stated he wants nothing to do with the Anti-Corruption Investigations Bureau (ACIB), adding that he wants Police Commissioner Dwayne Gibbs to assume “full control” for it.

He said the bureau is "in dire need of strong leadership and re-structuring and thus far, the diplomatic pleas of the AG to the police hierarchy have fallen on deaf ears,” he added. 


He also distanced himself from the “sudden, unexplained dramatic execution" of the search warrant at Newsday and made it clear that while the ACIB is listed under the portfolio of the Attorney General, he has no jurisdiction over it.

“The office of the AG functions as the administrative conduit for a number of independent bodies, including the Office of the DPP, the ACIB and the Judiciary. He therefore has, and exercises, no direct control or influence over the ACIB,” the AG pointed out.

Speaking at the formal opening of the Haji Shafik Rahaman Education Complex in Charlieville, Chaguanas, Persad-Bissessar said she spoke with Ramlogan on Saturday about his wish to have the ACIB placed under the full control of Gibbs.

“I asked the Attorney General to bring a note to Cabinet on Thursday for the removal of the ACIB. It will be removed completely,” Persad-Bissessar declared, noting that it does not belong within the office of the AG. 

“It will be done, and it will be done soon,” Persad-Bissessar said.

The Prime Minister did not comment on whether the credibility of the Integrity Commission has come into question following last week’s raid of Newsday’s newsroom. Newsday said Persad-Bissessar promised to comment on the issue on another occasion.
