Integrity Commission halts investigations until Jan. 30: Report

A report in the Guardian newspaper Wednesday said the Integrity Commission has suspended its sittings until January 30 pending a report from Police Commissioner Dwayne Gibbs with respect to an alleged breach at the commission.

The Anti-Corruption Investigation Bureau (ACIB) is currently investigating the leak of confidential information from the commission.

The matter relates a reported standoff between the chairman of the commission, Ken Gordon, and deputy chairman Gladys Gafoor over Gordon's request for gafoor not to participate in an investigation into a land transaction involving former Attorney general John Jeremie.

Jeremie had written to the commission asking that Gafoor and another commissioner recuse themselves from the probe of jeremie. the other commissioner, Seunarine Jokhoo, agredd but Gafoor objected.

Last week the Guardian reported that she sent the commission a pre-action protocol seeking a resolution of the matter. Gordon has confirmed that he has received the letter but has said he will not breach his confidentiality oath and say more about the matter at this time.

The official police report that has led to the commission halting its work is about the quoted contents of a newspaper article generally reflect contents of the letter received from Jeremie on November 14, 2011 about the probe.

The Guardian said the police report states: “The letter forms part of the official records of the commission received in the course of the investigation and which ought not to have been disclosed other than in the manner prescribed by law.

“The commission views this unauthorised disclosure very seriously and which may be breaches of the provisions contained in Section 20 and 35 of the Act Chapter 22:01.”

Jeremie had raised concerns about Gafoor and Jokhoo, saying he was "uncomfortable" with both commissioners deliberating on his matter. The Guardian reported that other commissioners agreed with the concerns but Gafoor insisted that the commission failed to provide her with reason for her recusal.

Despite that the commission wrote to Jeremie by letter, dated December 21, informing him that both commissioners would not be deliberating on his matter.

That is what led to Gafoor's legal letter to Gordon.

Jeremie is being investigated for his alleged involvement in the repurchasing of land from former chief magistrate Sherman Mc Nicolls.

The complaint was filed by the late Desmond Allum, who was at the time president of the Criminal Bar Association. He wrote to the the director of public prosecutions calling on him to conduct an investigation into whether Jeremie attempted to pervert the course of public justice or misbehaved in public office.

The land transaction was one of the key issues which surrounded complaints against former Chief Justice Satnarine Sharma and attempts to impeach him over allegations he tried to interfere in criminal proceedings against Prof Vijay Naranysingh and former prime minister Basdeo Panday.
