Ramesar says PM cannot initiate disciplinary action against police

The President of the Police Service Social and Welfare Association said on Friday Prime Minister Kamla Persad-Bissessar cannot, in any way, institute disciplinary action against any police officer who decides to stay home and rest for a day.

Sgt Anand Ramesar made the comment in reaction to a warning from the Prime Minister that she would not allow police officers hold the nation to ransom.

"We will not stand idly by and witness this wanton act of abandonment and dereliction of duty take place without an appropriate measured response," Persad-Bissessar said in Port of spain Friday. 


She added, "Please be assured that the Ministry of National Security has taken every measure necessary to deal with any eventuality in the protection of the citizens of this nation."

Ramesar said, “Unless there is a constitutional change, only then can the Prime Minister initiate any sort of action. She cannot take action if an officer decides to stay at home and rest for a day. There is nothing illegal or unlawful about that.”

Ramesar an officer is within his or her right to take a “day of rest and reflection,” noting that there must be evidence to prove otherwise "that there is some sort of untoward behaviour."

Ramesar suggested that Persad-Bissessar was instructing Police Commissioner Dwayne Gibbs to get officers to report for duty on Monday.

“This seems a clear indication that the Prime Minister is sending a message to the police commissioner that he must order police officers to work on Monday,” Ramesar added.

He said the association is fully prepared to explore all legal avenues to exonerate any officer subjected to unfair treatment.

He is strongly defending the action of the officers although the association has said it does not support the action.

The "rest and reflection" day is Monday. Hundreds of officers are expected to stay home on that day to protest the government's five per cent wage offer.
