Committee will oversee highway to Point Fortin: PM Kamla

Prime Minister Kamla Persad-Bissessar confirmed on Saturday that cabinet has established an interministerial committee to ensure proper oversight and accountability of the $7.2 billion Point Fortin highway project.

She told the Express newspaper the committee was approved by cabinet on Thursday.

The paper said the committee includes Works Minister Jack Warner, his junior minister Stacy Roopnarine, Minister of Local Government Chandresh Sharma, Minister of Housing and the Environment Dr Roodal Moonilal and representatives from the National Infrastructure Development Company, which has responsibility for overseeing the project. The Prime Minister will head the committee.

Warner has welcomed the move, noting that his main concern is to make sure that the highway is completed on time and within budget.

Warner added, "If the committee is there to provide oversight to complete the highway on budget and within time so be it, I have nothing to hide, it's when you have something to hide then you get worried and you get concerned and you are angry and bothered. I welcome five more committees if it's necessary."

Finance Minister Winston Dookeran said last week there have been delays in providing money for the highway project because the money is being sourced though a loan from the National Insurance Board (NIB).

The Express quoted an unnamed government sources as saying that there is nothing unusual about the committee. "Committees have been established in other areas with the primary objective of having more hands on deck and ensuring that the work is done and delivered," the source told the paper.

In January, Warner and the PM turned the sod for construction of the highway from Golconda to Point Fortin. The government hopes to complete the project within four years.
