Preliminary results from Sunday's voting suggest that Ramadhar won by a landslide over his closet rival, Sports Minister Anil Roberts.
Ramadhar is a founding members of the party and was a deputy leader.
He was also one of the strong advocates for unity and together with Winston Dookeran worked to create the People's Partnership under the leadership of Kamla Persad-Bissessar.
Ramadhar earned national prominence as one of the leaders of the AXE THE TAX movement against the property tax introduced under the previous PNM government.
He told reporters that his new position is one that carries a duty to the people. "Now that I have been chosen as leader of the Congress of the People, it is an enormous responsibility that has been placed on our shoulders," he said.
