And it is demanding that the government remove it.
The statement from MSJ public relations officer Gregory Fernandez said the present arrangement is not acceptable.
"The country has always had sectorial and industry settlements where benchmarks, not caps, may be established on the basis of agreements freely entered into by the respective employers and the recognised majority trade unions," he said.
The MSJ suggested that government cannot operate in the same manner as businesses.
"Companies can earn profits without limitation; businesses can increase prices without regulation; and management and directors can pay themselves increases and bonuses," he said, adding that the government's offer is "unfair and unjust".
Fernandez said, "From an economic standpoint, we wish to point out that when workers' spending power is significantly eroded by inflation, the demand for goods and services falls, leading to economic contraction."
He added that such a contraction will have a ripple effect on State revenue.
