The Ministry of Public Administration will invest $32 million in 133 scholarships for 1st Class Honours Under Graduate degrees for September 2011.
Minister Carolyn Seepersad-Bachan told reporters Thursday the investment in tertiary education "must fit in with the development plans of Trinidad and Tobago, in innovation and becoming more competitive. In terms of the diversification of the economy of Trinidad and Tobago."
She said the criteria that the People's Partnership government will use for awarding the scholarships would be different from those used by the previous administration.
"In terms of the criteria, there is right now a Selection Committee they receive applications and they review these applications on the basis of set policies. These policies outline a framework with guidelines and specific criteria for selection of applicants," she explained.

No one would be granted scholarships based on party affiliation or family connections, the minister said. She promised measures to prevent this from occurring.
"In terms of the criteria, there is right now a Selection Committee they receive applications and they review these applications on the basis of set policies. These policies outline a framework with guidelines and specific criteria for selection of applicants," she explained.
"Because of that, the Selection Committee will normally now, evaluate each applicant against those criteria and scoring is done. Once that scoring is done, an evaluation report is submitted by the Committee and that is now forwarded to the Minister of Public Administration."
Seepersad-Bachan said, "At the end of the day we use an objective system and a system that is scientific so that...we ensure that those who are most qualified for these scholarships are the ones getting it. 100% meritocracy."
