NP file outlining problems with CDS transport missing

When Attorney General Anand Ramlogan spoke on Thursday about the controversial NP contract for the supply of tractors trailer trucks for the National Petroleum Marketing Company (NP), he said one of the areas of discrepancy in the evalulation of tenders related to the performance of CDS transport.

CDS is the company that first raised concerns about the matter in a letter from its lawyers energy minister Carolyn Seepersad-Bachan, who ordered an immediate investigation.

Ramlogan said while CDS received high marks from the evaluation exercise the same group noted complaints about the performance of CDS with respect to safety of its vehicles, the age of its fleet and an unacceptable amount of delays caused by breakdowns of their vehicles.

Ramlogan said one was not consistent with the other.
He also said a file pertaining to CDS Transport’s business with NP over the years is missing. The file contained complaints about the trucking company.

CDS and Gopaul and Company were selected as the top bidders from a list of 14 companies that responded to an open tender from NP. However Ramlogan said NP did not award any contract and he recommended that since - in his opinion -the process was flawed, it should be scrapped.

Ramlogan had requested the file during his investigation into the process that NP used in dealing with the contract. 

The Guardian reported on Saturday that its sources at NP stated that NP has been trying to find the file but has so far had no success.

The lawyer for CDS is concerned. The Guardian quoted Martin george as saying that tt brings into question "the management, control and disposition of NP’s operations and how diligent is their documentation and record keeping.

He suggested that the information in the file could be used against his client.
