Prime Minister Kamla Persad-Bissessar made the announcement Tuesday when she addressed an India-Trinidad and Tobago Business Forum held at the Hyatt Regency in Port-of-Spain.
Carrington retired from his CARICOM post at the end of 2010 after serving for 18 years.
