The chairman of the United National Congress (UNC) wrote to the head of the Integrity Commission Friday asking Eric St Cyr to resign.
Warner's letter to St Cyr is reproduced below:
"In my twin capacities as Chairman of the United National Congress and Minister of Works and Transport and with great regret, that I am calling upon you to resign your position as Chairman of the Integrity Commission.
"Your lapse in judgment not on one occasion but two raises questions about your own ability to deliberate fairly and justly on all matters based on the evidence presented and not casually on your own opinion.
"One who holds the position of Chairman of the Integrity Commission is expected to comment and form opinions on the basis of knowledge backed by thorough investigation but the cavalier manner in which you offer opinion, which, based on your own confession, was without investigation or information clearly marks you as unfit to hold the Office as Chairman.
"Your comments were not just a lapse of judgment because it establishes in one’s mind the notion that they are formed to add credence to views articulated by the Leader of the Opposition, the Honourable Dr. Keith Rowley.
"As a reminder of the trend you have set, it is necessary for you to recall the unpopular opinion you offered concerning my decision to serve as both a Government Minister and the Vice-President of FIFA and now again your unpopular opinion on the Prime Minister’s decision to seek out an alternative residence immediately after the Honourable Kamla Persad-Biessessar was elected.
"Always you seek to bring turbulence to already troubled waters and rather than exercise restraint and discretion as your office requires, you act to provoke the ire of the national community and disrupt the peace and goodwill which the Government is seeking to cultivate.
"What for me is most disturbing is the fact that your actions demonstrate a clear conflict of interest and what is even worse is that as the official spokesperson for the Integrity Commission one cannot be sure, in spite of what you may suggest, that your opinion is not the collective opinion of the Integrity Commission and for this compromise alone Dr. St. Cyr, your resignation will be most welcomed.
"You see Sir, integrity is not so much of a value in itself as it is a value that secures the praxis of all other values. It is not a conditional word, it does not blow with the wind or change with the weather, it is the image of your inner self that reveals the character formed and chiselled through years of experience.
"The image which you have given to us as a nation does not instil that type of confidence that allows us to trust you as a man of integrity and raises questions about your ability to remain loyal to the values of truth and justice.
"It is in this regard that I am appealing to whatever integrity is left in you to do the right thing and in dignity demit the office of Chairman of the Integrity Commission and in so doing restore confidence once again in the citizens who are appointed to serve on this illustrious body.
"It would be remiss of me if I failed to advise you that I have written to the President of the Republic, His Excellency Professor Maxwell Richards requesting the revocation of your appointment. I have also attached for your own consideration the letter I have penned to the President. My hope is that you do not force the President into making this difficult decision.
"You have failed to live up to the high standards expected of your Office or enhance its reputation which is constantly under threat. The only reasonable alternative is for you to submit your resignation as Chairman of the Integrity Commission to our esteemed President, His Excellency Professor Maxwell Richards.
