Minister in the Ministry of National Security Subhas Panday told Parliament Friday that the Urban Development Corporation of Trinidad and Tobago (UDeCOTT) illegally awarded contracts to build 19 police stations.
Panday was responding to a question from opposition MP Fitzgerald Jeffrey. The minister said no tenders committee agreed on the two contracts as required by UDeCOTT's procurement procedures.
He said the rules required all directors to participate and sign the contracts but UDeCOTT used a round-robin system of soliciting the opinions of only three of the five directors. He also said the full board never ratified the decision on the award of the contracts.
Panday said the signature on the contract documents is that of an "unauthorised officer" of UDeCOTT and that some of the contracts were awarded when UDeCOTT did not have a board.
He gave a list of "questionable" contracts"
He said Planning Minister Mary King will soon meet with the board of UDeCOTT to discuss the speeding up of the construction of 13 police stations with an emphasis on the use of local contractors as far as possible.
Panday said the contracts documents were written to intentionally eliminate the use of local contractors.

- May 11, 2010 - one contract for $75.4 million
- May 12, 2010 - one contract for $82.4 million
- May 13, 2010 - one contract for $179.3 million
