Integrity Commission clears AG Ramlogan

The complaint made by Port-of-Spain Mayor Louis Lee Sing against Attorney General, Senator Anand Ramlogan has been rejected by the Integrity Commission. 

The controversy between the two offices had arisen over the Mayor’s directive over two months ago to wreck vehicles parked around the Capital and impose a fine of $1300.

In January 2011, Mayor Louis Lee Sing made the decision to impound vehicles parked illegally around the City and its environs and subsequently charge a fine of $1300. The Mayor stated that the fee was derived at after looking at the cost of the wrecker and administrative costs.

On the 23rd of February 2011, the Attorney General tendered a legal opinion from the Solicitor General to Mayor Lee Sing indicating that the hefty fine was illegal and in breach of the provisions of the Municipal Corporations Act and the Motor Vehicles And Road Traffic Act.

The City Corporation via written correspondence through its attorneys responded by stipulating that their actions were not illegal and moreover, it did not agree with the advice disseminated by the Solicitor General’s Office.

Mayor Louis Lee Sing subsequently reported the Attorney General to the Integrity Commission over what he perceived to be the Attorney General’s attempt to interfere with and unduly influence the Corporation’s decision to impound vehicles deemed illegally parked and impose a hefty fine.

On Monday, the Integrity Commission had examined the complaint lodged by the Port-of-Spain City Corporation and as a result issued a formal correspondence to the Attorney General indicating that the complaint is devoid of sufficient grounds for an investigation. The Commission rejected the complaint pursuant to Section 34A of the Integrity in Public Life Act.
