Help please! Police turn to Nizam for assistance after failing exams

Several police officers who failed their recent promotions exams are trying to get promoted to higher ranks on the basis of service.

And they are turning to Nizam Mohammed, the former chairman of the Police Service Commission (PSC), who has stated publicly that he believes in a meritocracy.


The Guardian newspaper reported Saturday that Mohammed confirmed that some officers have spoken to him about legal representation.

“I am waiting until they get something official, to see if any representation ought to be made on their behalf,” the paper quoted him as saying. 

He said the officers are puzzled about some changes in the system which were instituted without prior notice. 


Anand Ramesar, President of the Police Social and Welfare Association confirmed to the Guardian newspaper that his association has mounted a separate challenge on behalf of the officers. 

The officers want to be promoted from Assistant Superintendent of Police to Superintendent, Senior Superintendent and acting Commissioner of Police.

The officers have received verbal notice that they did not pass the exams, set by the Penn State University. However they are insisting that they should be promoted based on their long and outstanding records of service and performance. 

Ramesar told the Guardian based on the assessment, officers were required to score above 65 per cent to be considered for promotion to the next rank. He noted that some officers fell below that but obtained more than 50 per cent.

He told the paper there is a precedent that officers who previously failed to reach the 65 per cent mark were promoted and is insisting that the rule should be followed.

“The association is going to launch a challenge because we are saying that officers who would have scored beyond 50 marks satisfy the criteria internationally and they must be considered for promotion,” he told the paper.


Ramesar said the association’s secretary has already sent letters to Commissioner of Police Dwayne Gibbs and newly-elected PSC chairman Dr Ramesh Deosaran on the matter.

“We are seeking to have that position reviewed and also to have officers included for consideration for promotion. The commissioner has that authority,” he said. 

Ramesar explained that the officers were tested on several books sent by the university for them to study. He said they were allowed ten weeks preparation, instead of the three months allowed in the past. 

He said this system put officers at a disadvantage because “not every officer was in a position to disengage himself from regular duties to take leave.”
