She was speaking at Golconda in South Trinidad just before turning the sod to mark the start of construction of a billion-dollar high to Point Fortin.
"In my government there is a young MP who is an engineer and I have advised the President...to appoint Ms Stacy Roopnarine as Minister in the Ministry of Works and Transport," she said in concluding her brief address.
It's a promotion for Roopnarine, whi is an electrical engineer. She has served as one of five Parliamentary Secretaries since the People's Partnership took office last year.
Roopnarine replaces Rudranath Indarsingh who was moved from the works ministry earlier this month. Indarsingh is now serving with labour minister with Errol Mc Leod, with responsibility for the Unemployment Relief Program (URP).
In Roopnarine's new role she will assist Warner in developing the various projects in his ministry. These include the highway to Point Fortin and the other mega project his ministry is launching soon - the Mamoral Dam.
