Hart stopped Manning from introducing procurement measures: Gopeesingh

Tim Gopeesingh on Friday challenged former Prime Minister Patrick Manning to stand up and deny that former UDeCOTT boss Calder Hart stopped the PM at the time from going ahead with procurement legislation.

Speaking in the House of Representatives on a motion on procurement, the Education Minister and MP for Caroni East said in 2005 the Manning government approved a White Paper on Procurement. 
 
However it never became a reality because "someone" went to Manning and indicated that it would prevent UDeCOTT and other State enterprises from doing what they wanted, the MP stated.

Gopeesingh charged that the person was Hart, adding that the information is public knowledge.

"I would sit and ask the prime minister why that piece of legislation was stopped and whether that person was the one who contributed to stopping the legislation from going through," Gopeesingh said sitting down to allow Manning to speak. Manning did not respond.

"I know he cannot stand up. He cannot defend it because he knows the truth," Gopeesingh said.
