Former Mayor Gerard Ferreira began the project ten years ago with the removal of the old jetty and several shacks.
Persad-Bissessar made the pledge at the swearing-in ceremony of Alderman Marlene Coudray as Mayor of the city. Coudray served as the Chief Executive Officer of San Fernando.
"From us in the Government, we give our commitment to partner with the Local Government body here in the City of San Fernando to deliver to the burgesses in the city," Persad-Bissessar said.
She promised that the aim of the project would be to make the waterfront one of the most beautiful places in the world.
Councillor Dr Navi Muradali is the city's deputy mayor.
The Prime Minister also visited other corporations Monday for the swearing-in of mayors and chairmen of corporations.
At Siparia, she was present for the election of businessman Leo Doonath as chairman of the Siparia Regional Corporation. It was at that corporation 24 years ago that Persad-Bissessar began her political career as an alderman.
She reminded councillors of what they can achieve with dedication and hard work serving the people.
"You see what you can do from here? I began right here as an alderman, at the Siparia Regional Corporation. Just as you are sitting around the table hoping to serve the people of Trinidad and Tobago," she said.
"As representatives, here I say to you, serve Trinidad and Tobago by ensuring that you are there for the people when they need you," she added.
She reiterated her party's campaign pledge of a partnership between the central and local governments to develop the country. And she reminded everyone that the time for political flag waving is over.
"It does not matter what party you are from now or which party flag you were waving last week. Today as you sit here, as you take your oath of office, you take it bearing in mind that you have a solemn duty to those who put you here to represent them and you have a greater duty to all of Trinidad and Tobago," Persad-Bissessar said.
