He also confirmed that the investigations of Hart by and UDeCOTT by the Anti-Corruption Investigation Bureau (ACIB) are continuing.
"I have been informed by the Commissioner of Police that he does know where Mr Hart is. I'm equally informed that those investigations by the Anti-Corruption Bureau are, in fact, proceeding apace," he said.
Ramlogan told the local media he met two weeks ago with Canadian forensic auditor Robert Lindquist, Philbert and a team of ACIB investigators to discuss the investigations into UDeCOTT.
He said he is actively monitoring the investigations, noting that they "have reached a rather delicate and sensitive stage."
Ramlogan described the investigations as "complex and rather intriguing", noting that it goes beyond Trinidad and Tobago. However he is confident that results will come soon.
"I have every confidence that the Commissioner of Police and the Anti-Corruption Bureau—that they are working assiduously on that investigation, and the population will have some results on the UDeCOTT matter," he said.
Hart resigned from UDeCOTT and all his other posts in March and abruptly left the country after a meeting with then Prime Minister Patrick Manning. He returned for a brief visit and left again on April 14 after being interviewed by ACIB investigators.
Hart is under investigation for his dealings with a company that had links to members of his family. Documents show link between Hart's wife, Sherrine, and two Malaysian men listed as shareholders and directors of CH Development.
Hart awarded that a $368 million contract to build the Ministry of Legal Affairs Tower in Port of Spain. The company was later bought by Sunway, which won a $300 million UDeCOTT contract to outfit the building.
Hart and UDeCOTT were the main focus of a commission of inquiry into the operations of UDeCOTT and the construction sector.
In September 2009, then Attorney General John Jeremie launched an investigation into Hart after UDeCOTT tried to block the John Uff commission of enquiry, which was trying to uncover details of alleged bid-rigging and manipulation of contracts in the award of contracts.
The UFF commission report recommended further criminal investigations into Hart among the more than 70 recommendations.
