Moonilal to merge CEPEP, EMA for "greater good"

Environment Minister Dr Roodal Moonilal plans to link the Environmental Protection and Enhancement Programme (CEPEP) and the Environmental Management Authority (EMA).

"They were both established for purposes relevant to the environment," Moonilal told the Trinidad Guardian. He added, "there is no good reason why they should not collaborate and create synergies."

Moonlial said he is seeking to have both organisations work together "for the greater good of the country" since they are both community-based.

EMA’s role is to advise on policy, law and international matters, while CEPEP’s purpose is to preserve, secure and improve the environment, he said, noting that there is a "common objective" in both and "we must build upon that".


The plan, he said, is for them to work together but each would remain an independent organisation.

He has already met with the executive teams of both organisations and has asked EMA’s CEO Dr Joth Singh and CEPEP’s general manager Carlson Clarke to hold exploratory meetings, the Guardian reported.

Moonilal said some aspects of CEPEP's operations may be altered after the ministry completes a review of the program launched in 2002 by the Manning administration.

CEPEP's current budget is $320 million. It has 118 contractors and employs about 7,500.
