The Chairman of the Indo Trinbago Equality Council (ITEC) has written to the Registrar of the Integrity Commission about the construction of a church on state lands in the Heights of Guanapo, Arima.
In his letter, dated February 26, 2010, Devant Maharaj lodged a complaint against the Prime Minister and Cabinet of the Republic of Trinidad & Tobago regarding the construction of the church, called "The Light of The Light House of The Lord Jesus Christ".
Citing media reports, Maharaj stated there appears to be "political patronage in order for this church to be awarded land for the construction, political influence so as to have the public utilities...connected to the property and approvals from Town & Country Planning."
He said media reports also indicate that "the State owned Urban Development Company of Trinidad & Tobago (UDeCOTT) is connected with the construction via its known contractor Shanghai Construction company that is doing the construction of the church.
Maharaj said, "The failure of the Prime Minister, and the relevant authorities to properly treat with the issues surrounding the church as well as information from individuals that suggest that the State is constructing or involved with the Church is cause for concern.
"Equally alarming is the connection of the church with Juliana Pena who allegedly has links with the Prime Minister in an apparent spiritual capacity and is connected with the church."
Maharaj noted that ITEC has no objection to the State assisting religious and non-profit organizations that assist in the social development of the nation. However, he said, "What is of concern is where the State exhibits a preference for one religious sect merely because the Prime Minister apparently supports that sect."
He added, "The lack of transparency, and process which is not extended to other religious bodies is cause for unease....The lack of transparency and fairness in the process leads to the irresistible and inescapable inference, if not conclusion, that section 24 of the Integrity in Public Life Act was violated."
