Moonilal directed his comments to Manning saying, "There is a matter that has come to your attention in writing concerning the paving of the car park at Piarco, over corruption involving the Ministry of Works that was sent to the office of the Prime Minister. It is now subject to investigation."
Manning quickly denied knowledge of any letter or investigation. "I have seen no such letter," he responded.
Moonilal then proceeded to give further details, adding that the matter involves the award of a contract to the person who placed third in the bidding process.
"The Minister of Works is knowledgeable of this. He knows of the ongoing investigation. It is very instructive that the Prime Minister indicated to this House that he doesn't know of it when a letter has been sent to his office," Moonilal said.
